Character transfer form down?

I am trying to transfer this character, have 2 plexes in the redeeming system but selecting the plex transfer option I get this error:

We were unable to authorize your payment at this time. Please ensure you have sufficient funds and/or contact your bank/card issuer for further information.

I have also tried with the plex redeemed to hangar, and I have tried while logged in and out of the client. I am in NPC corp and my account expires in 2 mins :P

Is the system down?
