Hey, i just wonder if im correct or not ?
So if i fit a Dual Web AB Rocket Hookbil and lets say i fight against another AB Frigate.
If i use this 2 Webs on the enemy is it better to use the Rage Rockets to apply more DPS on him or are the CN Rockets still better?
Or are this Rage Rockets just good against MWD ships when i shut down his prob with my scram ?
Hope to get a clear Answer about that if im right or not ?

if you have two webs you can use rage and it will apply fine. Just keep in mind that your range is a bit lower and that it takes a few seconds until the target is actually slowing down under the influence of webs.

linked, small signature targets like a dramiel might still cause problems but they always do.

on ships with one web i usually only use faction ammo, because firstly i just don't want to take twice the ammo with me and secondly there is rarely time for switching ammo in a frig fight anyway.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

In general, with 2 webs on a frigate it's pretty safe to use rage rockets and expect more damage than navy. With only one web it will depend more on their sig radius - might get away with it against shield ships whereas you'll probably do better with navy against armor. It's really case-by-base there. Don't forget navy has another advantage of longer range which can be important if you're scram kiting (especially on non range bonused ships or with low skills).

To answer your question about MWD ships - if you have a web and a point on them you'll apply nicely with rage because they are slowed but still have a bloated sig. As soon as you scramble them though it's like they have no prop at all, with no sig bloom. Really the only time you'll have trouble applying rage against a MWD frigate is if you have no webs at all. Your scram will shut off their MWD but they can actually sig tank some damage without a prop if you aren't slowing them.

Nice, so with the hokbill im at around 11km range that sould be ok for scram kite.
and the hookbil get also
+25% to kintec dmg
+20% to em-thermal-expl dmg

so is it better to use the extra kinetic dmg bonus in fights
or should i stick to the 20% on EM against shield, EXPL for armor ?

Pyfa on papper dps says
Scourge Rage 189
Mjolnir Rage 168

Generally just stick with kinetic as people will try to balance their resists in PVP fits and you'll usually do a little more damage.

Some ships (t2 Gallente) have insanely high kinetic resists so you may do better with explosive ammo there. Ishkurs (not recommended to scram kite) and Enyos.

PS if you're using caldari navy ballistic control...don't. That's too expensive to put on a hookbill.

@faction mods on frigs. Faction mods are "worth it" on a situational level, and income definetly plays a role. That being said, isk spent on faction webs, scrams, or prop mods will net you more damage through staying alive than a faction damage mod will provide... especially on a frigate hull. You get more dps from a hardwiring.

Instead of giving my opinion, I will link you to an extremely detailed explanation on rockets and frigate pvp:
