It was my understanding that once a capital ship was docked at a citadel that is was safe since it was tethered. That you could in fact then leave the capital ship and do other things. In fact I even remember seeing that in a screen shot and video. What is the mechanics here since it seems I was under a false impression.

- being docked is one thing: you are 100% safe.
- being tethered another: there are ways to make you targettable and they can even get you a combat timer. (but it has been declared an exploit so.....)

the problem are always the pilots not the ingame dynamics.
