Why can't I shoot other players with my mining lazer?

it melts rocks, why not a rifter?

Also hulks should be able to fit DDs and have enough cargo as a large station container

also CCP needs to make it so when a cloaked ship goes afk it explodes

Ships are made out of the Minerals they Mine. If you look at the Beam it is to big for precision and has a funnel around it that I think is a Tractor Beam. I would guess that the Beam is not strong enough to cut through the Minerals it Mines (The stuff Ships are made of.) so it burns away the surrounding regular Rock and everything that is left (The Minerals) gets sucked up the Tractor Beam Funnel into the fold to be refined.

Actually, I think it SHOULD be able to carve chunks out of other ships. Probably thermal damage, or have a serious penalty against shields, but a bonus against armour and hull.
