Is there a way to get public contract information?

Within the game, you can go to the "My Contracts" tab of the contracts window and enter the name of *any* character or corporation to obtain limited information about their past courier contracts. It's a useful tool for haulers to see if a given contract is for reals-- does this guy have a history, and does that history show a lot of "FAILED" contracts to Tama?

The XML "Contracts" API seems to only want to provide the full, private information about contracts; if you ask for a given character's contract info, you must supply an API key for that particular character, and then you get everything.

Is there some way, either via the XML API or CREST, to get just the public contract information about characters that you don't own?
