Ore reprocessing figure confusion

A little confused on the math here and feel like im missing something

According to this screenshot - https://i.imgur.com/pXjyygQ.png;
I'm reprocessing 12,000 Veldspar in a highsec station with perfect standings at a rate of 68.3%

But I end up with 35,379/49,800 which works out to be 71%... not 68.3%

Is there something else that affects the calculation?

The calculation does not show the bonus from the refining implant

It lists the implant at least
I tried plugging my skills into the formula listed on the dev blog https://community.eveonline.com/news/dev-blogs/reprocess-all-the-things/ and I also work out 68.3% as a result.

EDIT2:
Actually I think you are right again lol.
I redid my math and I work out 0.71% as the correct refining rate. You are correct that it doesn't display the implant correctly... it LIES to us O_O
