The Visera Yanala Arcology is going to be a 2000m tall structure that will incorporate housing, education, medical and jobs for up to a million citizens. The design incorporates its own graviton reactor and pulse generators to allow it to be self-sufficient as regards power, with similar plans for air and water.

Stage One of the project is to create a work camp and construct the footprint of the Arcology - the footprint including the service and infrastructure levels of the Arcology that are located below ground.

Stage Two of the project is to construct the framework of the Arcology.

Stage Three of the project is to construct the infrastructure of the Arcology and marry this to the framework - at this stage the Air, Water, Power and Personnel transit systems will largely by completed and installed.

Stage Four of the project is to begin to construct the individual modules that will be built on the ground and then assembled within the framework at their designated location.

Stage Five of the project is to construct the heavy industry modules and install those. Construction will be shifted from ground level, at that point, to the Arcology's own industrial modules.

Stage Six of the project is to create the first fully functional districts within the Arcology. All workers will relocate to within the structure and the work camp will be dismantled.

Stage Seven of the project is to complete the modular internals of the Arcology. Each District will be onlined and tested, before being mothballed again to await the arrival of it's population.

Stage Eight will see the skinning of the Arcology completed, with special attention paid to aerodynamics and snow / ice retention. At this stage transit links to the rest of Arcurio (and beyond!) will also be constructed and alternate wind-power facilities will be added to the structure.

Stage Nine will see the recruitment of populations, with each District being awoken as it's full complement is signed on. Displaced Caldari from the Gallente Districts of Arcurio will received priority, but Caldari from other parts of the State will also be considered. We will ensure that every Caldari family that moves to Caldari Prime is balanced by a Caldari family moving away from Caldari Prime to a new home elsewhere in The State.

Stage Ten will see the final socio-cultural aspects of the Arcology completed. Citizen-led initiatives for the governance of the Arcology will be put in place, applications made to the Hall of Records for professional sports teams to join the major leagues and anything else that is discovered to be needed during the previous nine stages.

Answers to specific questions:

Makoto Priano and others: As you can see, this is an enormous undertaking. The Tuulinen Foundation has secured funding in escrow for the first Stage of the project and plans in place to fund Stage Two. The rest of the project is currently funded only in the sense that the Foundation and its corporate sponsors could most likely complete it within the next ten years.

Any sponsor that can provide additional expertise, materials or funding for this project could reduce uncertainties and allow increased parallel construction and off-site assembly of necessary structures and modules. This could bring the final construction of the Arcology down from a decade to months - depending on how early in the project sponsors come on-board. Whilst the construction of an Arcology of this type is well within the scope of current technology that is commercially available, some corporations may well have access to technologies, processes or just best-use practices that can improve the functionality of the Arcology and, therefore, the standard of living of the occupants.

Morion: The goal of the Arcology is to increase supply of resources, rather than simply adding a consumer who will compete for the existing resources.

As we discussed yesterday, Pieter, Tyrathlion Interstellar will be ready to provide a significant portion of its medical staff on loan, as well as a number of eligible individuals looking for work after their release from our rescue and rehabilitation facilities in the Kingdom.

I've got a stockpile of materials and supplies in Luminaire itself that I will take inventory of and see what may be of use to the project. If you have specific things you are looking for, don't hesitate to contact me in the usual places, and I'll see what we can do.

Fleet Coordination Coalition now operates a citadel in orbit over the affected area of Caldari Prime.

I think these assets may be useful in supporting your project and the pilots will be directed to assist as needed.
