Number of people docked in a citadel not shown.

Hello,
I know that usually it is possible to see the number of online people docked in a citadel, but sometime I find citadels without such number shown. Does this simply happen when there is no people docked in it or is there some other reason for this number not being shown? Thanks.

Saw the same ... ususally you see [0] if nobody is docked. Sometime you see nothing where other Citadels (without dock rights!) show the number. Not sure if the visualization is a bug or not ... nevertheless a [0] on a enemy Citadel is good intel.
