Blood Clone Soldier Negotiator had a MWD

I've never seen this before. I always rat in low sec, and found a Blood Clone Soldier Negotiator at a gate. I engaged it, flipped on my 1mn AB and attempted to "track tank" my destroyer by orbiting the rat at 1,500m, where it'd have trouble hitting me.

However, this particular rat began to outrace me, traveling 700m/s or so. My destroyer with its 1MN AB couldn't match its speed. I've never seen this behaviour before. Are these clones now equipped with MWDs or had a speed buff?
