What does this mean? A server overload/crash?

Almost every time I see it the game freezes for 10s to forever and is flakey upon rebooting and restarting.

Anything else I am running shows no systemic or connection problems.

I've lost a couple of ships to this and almost lost another one today so can I get an explanation for this message that conveys no information?
