Client Lock up, Character stuck online but can't log back in

Has anyone had a similar issue to below and any idea how to fix or prevent from happening?

Scenario:
Running Windows 10
2 accounts running in windowed mode
Been on for about 10 hours in latest case

What happens:
One client screen goes grey.
Attempt to close via clicking X on upper right, nothing happens
Attempt to close via task manager, nothing happens
Close everything down except for the locked client and reboot computer
Bring up eve launcher
It shows first character online, second account can still log on fine. But won't let me log off first character nor log in.
Reboot again, still no join... character shows as online.
Attempt to clear cache, can only delete some of the files, others are locked.
Still can't log in character since it is stuck online.
Un-install eve and re-install. Note that not all files in the eve directory are removed. Try to manually remove it won't let me.
Still won't let character log in.
Un-install again and re-install on a different drive.
At this point I am finally able to get online. Ship is dead in site, sitting in pod. Rather then warping off (wasn't scammed) the client kept me logged into site.

Further info:
This is the 5th time this has happened to me. 2x random place. Once in Worlds collide, once in forlorn hub, once in forsaken hub. Results are the same each time, with some varience on how long it takes me to get back online. It is anywhere from 1-2 weeks between each bug occurance.

Again can anyone help me in any way here? I logged a bug and got ship replaced the first two times. Doubt the ship will get replaced this time since the GM says they can't confirm bug. But the ship is not what I am concerned with. I love Eve, but this issue has a huge impact. Hours putting all the settings back in place after each re-install. Please someone help or point me in a direction.

Update, figured out what why I could not delete the files. I was using discord, which was running exefile. Closed discord, rebooted, and was then able to delete everything from the eve directory. However this STILL leaves me with an issue. I had this bug 2x before I ever installed discord. Each time I uninstalled I am confident that all files were removed. So I am pretty confident that this bug re-occurs for some reason separate from the client.

Has anyone had this bug? Any idea how to fix? I am seriously considering buying a computer so hopefully I can play without this incredible impactful bug. But if this issue is somehow tied to my account I would still be screwed. Again outside of this one bug with eve only I have no issues with any games.

Bump. Has anyone ever seen anything like this? I want to figure out how to fix and/or prevent this from happening. I am contemplating buying a new computer, but since this issue seems to be tied to one character I want to make sure that will fix it first. Right now I feel like I can't even rat or do anything important with major ships, since if I am doing anything remotely dangerous I am pretty much garenteed to lose the ship when this happens.
