I think that I've run into a bug with how accepting allies into a war is handled.

Currently, a corp (and presumably alliance, call it A) at war with one corp/alliance (call it B) can issue an assist offer to another corp (C) to join in their war with B. Corp C however cannot accept A's offer because A is already at war with B.

This seems strange. Either A should not be able to offer assistance to any entity at war with B or entities at war with B should be able to accept assistance from any entity also already at war with B. Whether in the latter case CONCORD fees should be levied or waived is another matter.
