So, we have sales tax, payable by anyone selling stuff,
and the broker's fee, payable by anyone creating non-immediate orders.

In NPC stations, isk spent on taxes and fees is effectively removed from the economy.

Questions:
1. Does citadel owner get all fees and taxes for orders created in his/her citadel ?
2. When trading in citadel, is sales tax affected by Accounting skill ?
3. When trading in citadel, is broker's fee affected by Broker Relations skill ?
4. When trading in citadel, is broker's fee affected by your standings with citadel owner ?

1. Does citadel owner get all fees and taxes for orders created in his/her citadel ?
No. Just the Broker Fee and Refining Tax.

2. When trading in citadel, is sales tax affected by Accounting skill ?
Yes.

3. When trading in citadel, is broker's fee affected by Broker Relations skill ?
No.

4. When trading in citadel, is broker's fee affected by your standings with citadel owner ?
Standing as set by the game UI does not come into play.
However, If the owner hates you and decides to charge you 100% broker fee, he can manually modify his access list and structure profile to do so. The structure profile UI lets the owner to set different taxes and fees or even block access to different Access Lists (groups of entities). The owner may refer to his Standings when setting up his access lists, but each entity has to be entered into the list manually, i.e.; you can't simply tell the UI to add 'everyone blue'
