the suggestion is to change all the Warp Stopping EW equipment from instantly stopping warp out to Delay warp out

Taking in count Ship size / speciality / skill of user & receiver.


how will it work

When numerical value determines the efficiency of Warp to 100% an X numerical value
then you can use numerical value to hinder the Warp

Knowing the numerical value of specific vessels Warp strength # and the numerical value used to hinder the warp
you can then determine the percentage of delay .


this way you can have Optimal Range and Accuracy falloff ship Equipment and Area of effect Equipment

This way you can add Warp Disruption Drones to the game with an X amount of disruption strength and be able to use 1 or 5 Drones


This will allow everyone to have limited Warp Disruption capability or maximum if selected.

Ultimately, that's what Points & Scrams do NOW.

They prevent you from warping until you can either get out of range of the ship that has you tackled or kill them.

Couple this with the OP's suggestion in Assembly Hall of allowing caps into high sec so he can run missions there, and you've got a winner
