With faction standings is it possible for have level 4 missions in every race?

Getting to 5.00 standings with every (major) empire faction isn't that tricky, just decline any missions like smash the supplier that ask you to attack empire ships. Particularly, repeat all the epic arcs every 3 months or as frequently as you can.
