I can find absolutely no info concerning what LP Store to turn this thing in.

Or for any of the other Faction Named commander tags.

Surely someone knows or can direct me to a database or such...........or has anyone actually turned these in for anything.

They sure show up on a lot of Killmails.

Closest I can find for you, it looks like its part of one of the ancient LP offers from a time before the LP Store.
