Suggesting a few QOL improvements for Citadels

1. Citadel Control

Currently, there is no way to tell if someone in your citadel has taken over the defenses.
This quite often results in someone jumping into the citadel, taking control and removing the other person from their control.
This has a twofold effect -

Arrow Citadel loses all locked targets
Arrow Citidil loses control of any fighters the controller had deployed. these fighters cannot be 'reconnected' and have to be scooped in a hauler.

FIX::
Under the 'Take Control' icon in a citadel, put 'Currently controlled by XXX'

2. Citadel refits

Currently the only way to have multiple people be able to refit a citadel is if they are in the same corporation and the items are stored in the corporation hangar in the citadel.
This is a pain in the neck as you need different modules depending on what the citadel is going to shoot.

FIX::
Put a standard 'Cargo hold' in citadels to enable putting modules in it for refits.
This should have enough room for more than a full set of refits - Launchers included (similar to a standard ship cargo hold that can carry upwards of 20 modules inside it)
