1. Is appropriate for a low skill pilot
2. Is inexpensive

That guide looks to be very old; written back when Rifters were exceptionally strong. I'm not trying to paint myself as an expert of any kind, and I'm not saying all of it is bad, but some of it is flat out wrong. For example, that guide seems to suggest setting up bubble camps to catch interceptors warping to gates. Interceptors are immune to the effects of warp disruption bubbles and will literally pass right through them.

The guide also implies "Caldari and Gallente ships should crumble under your guns if you keep them at range," which is half true at best. That may work against a blaster merlin or blaster incursus, but the other combat frigates will definitely give you issues.

I'd say that the most popular T1 Caldari and Gallente pvp frigates right now are the Kestrel and Tristan. If you are both MWD fit, a Kestrel will hit you with up to 190-200 dps anywhere within ~12km. If you are both afterburner fit, you'll be faster, but he'll more than likely also have Jav/faction rockets available and still be able to hit out to 16km-20km with 120-150 (even farther if you are flying into him). If he has an MWD and you have an AB, he likely won't engage at all (unless he's cocky/stupid). If its the other way around and you get into his scram, he will orbit you in deep falloff with full range control. You simply won't outrange a Rocket Kestrel in an AC Rifter. A rail Merlin has similar range as well (9km optimal with ~130 dps), but they are pretty slow so you should be able to get under his guns. Then there's the versatile Tristan on the Gallente side. A kite tristan will shred you with drones from disruptor range (technically he can hit from as far as 60km) while orbiting you with MWD on. A brawling neut Tristan will cap you out almost immediately, allowing him to shutoff your active tank or tackle.

TL;DR version: Guide looks old/inaccurate. For example, Interceptors wont be stopped by bubbles and you shouldn't underestimate your opponents. Sorry for wall of text

I noticed it was old when I could not find some of the modules. However it did a good job explaining some of the mechanics, how tracking works etc.
