Do I need standings to deploy a citadel?

Do I need faction standings to deploy a citadel the same way I do for a star base?
Also am I correct in assuming I can deploy a citadel ANYWHERE in a system instead of just around a moon, providing I adhere to distance restrictions?

I've been reading the information released about citadels but this is something I want to be sure about before starting down the route of building one.

No - no standings (no Charter use either)

Yes, pretty much anywhere. >1,000km from any other structure & >500km from a celestial
