This link shows basic info on Cosmos agents which includes their location, level, required standing and possible reward. Most Cosmos agents are located at a beacon in space that will show up on overview. Just warp to the beacon and talk to agent.

Another option to find Cosmos agents is done with the starmap.

Open starmap - select 'color stars by' - select 'DED Agent Report'

All colored stars in the map is the location of Cosmos agents.
