Maybe it has something to do with the Magna Carta, or the Mercantile law,

since there were a very great numbers of cargo attacked in the North Atlantic Ocean during WWII and that it was the longest battle.

Also, other Organizations than NATO were allied in World War 2.


Edit:
After further reading, France withdrew from its organization for an amount of years which I could not verify yet.
I also could not verify the reasons listed for its withdrawal yet.

There is also an Supreme Allied Commander (SACEUR), which most likely is the source for the use of the term alliance in the sense of the military allied forces.
NATO as an organization didn't officially start until before 1949, but there already was existing military allies in the same areas before.

There currently are discussions between previous allies, although they are currently reviewing 25 years of backlog.
I didn't read the reasons why yet, but many of the pages linked are not displayed, not even from the library.
I presumed that they mostly were military related, but I'm now more certain that the public economic aspect of it is also included.

To answer part of your 'question', Buzz, Charles de Gaulle pursued a policy of "national independence" which led him to withdraw from NATO's military integrated command and to launch an independent nuclear development program that made France the fourth nuclear power.

I read part of that on the wiki, and the reasons why France was caught in between 2 diplomatic powers.
Also, given the diplomatic opportunities, diverted to create their own organization which was not obligated to NATO while not getting their fair share of benefit, while being compromised, or compelled and while risk of conflict erupting around their grounds increased.

Also, since the UN declaration of human right is partly based on France's Rousseau's own human right and constitution, it became more feasible politically , even though that fact is not expressed.

I can review the exact diplomatic conditions which are listed on the wiki leading to this, but , I just don't have the time now, and I have to take a nap.
