Citadel not turning blue for deployment

I'm a CEO with full deployment roles.
I'm 525KMs from a belt
I'm trying to place the Citadel on the 200 line which I'm assuming is 200KMs
Nothing around me at all for over 500KMs
0.5 area
No other citadels within the 100KM range
No blue on Citadel

What am I doing wrong?
It worked for me in Singularity testing but doesn't seem to do so in Tranquility

Don't worry I've got it working now.

I dragged it further and further out of the ring and it eventually went blue.

Citadel deployed and building. :-)

Future note
I believe citadels need to be 1000KM+ away from the belt to deploy Smile

The docs say 500KM from a celestial. I think I just assumed that a belt was celestial.

In fact I think I had no problems in Singularity when I deployed it.
