Would AF's or T3D's be able to run lowsec anoms?

As I ask in the title, would an AF or T3D be able to run a lowsec anom? If not, is there a newbie-friendly ship that would? It's going to be a really long time before I'm sitting in a battleship, but lowsec in general has interested me.

I know there's FW, but I'm not looking into that just yet. Eventually, probably, but not just yet. Until then, or until I look into a normal lowsec PvP corp, is there a newbie-friendly (meaning both time to train and price) ship that's capable of running them? Maybe not necessarily the most efficient when it comes to making money, but something to keep me in lowsec.
