[QUESTION] Tools for creating video

Hey!

I dont know if this is the right place to ask it but im looking for good program to edit video.
It would be nice if you could give some examples for:
a) free program
b) subscription/paid program

EDIT: To clarify
I dont need super advanced programs like Vegas Pro, that have one million options
I just want to do basic stuff, like - add some music effect, slow down video, add comment, add image and that i could save it in 1080p

Blender. It has a built in NLE for video. It's actually pretty good. Not as good as a dedicated NLE, of course. But, it's free.
