I read on Crossing Zebras that the first High Sec citadel to go down was lost due to several merc groups refusing the contract to defend it. Seems that they were all blue to the group doing the assault.

Struck me as odd that merc groups would refuse to fight other merc groups...

I suppose that could be incorrect...

Some random who is dumb enough to put up a citadel in Perimeter on launch week without even trying to arrange defense beforehand clearly has a deep understanding of highsec mercenary practices and politics.
