Tranquility status red after reinstall but the gane still plays

hello, I am hoping somebody can help me here. I am running the game when I am out at work on an ASUS X200CA which played the game reasonably well enough for mining and hauling until I reinstlled the client and now the Tranquility status is always red.. The original install was on the C Program Files (x86) with the shared cache in C programs EVE. The tranquility settings were in LOCALAPPDAT%\CCP\EVE\c.program_files_(x86)_eve_tranquility. On the new install both the cache and the game are in C programs EVE but when I checked the client drop down in the launcher it said

LOCALAPPDAT%\CCP\EVE\c.program_files_(x86)_eve_tranquility

In the C drive there is no such folder.

I have reinstalled twice and the same thing happens. Tranqility status is red. I can log in ok but I reckon theres something going wrong somewhere. The little notebook has a touch screen which I only learned about this morning (it was the wifes) so Im wondering if this has a bearing on things
