I am living in nullsec, in a recently colonised part of nullsec captured from the inperium. In this particular constellation there is a effectively an unused system as there is enough resources for everyone in the other systems. So I have to ask is it still possible to upgrade the pda to level 3 and then install entrapment array in the 2 slots afterwards?
