Black OPS Bonus not working with T1 Faction Cloaking Device ?

Hello Guy´s,

is this a bug or work as intend.

When i use a standard T2 Cloaking Device on my SIN .. the Speed grows up after Cloaking to 140-150 % from normal Max Speed ...
The Bonus of Black OPS Ships ( I have Level 5 ) works as intent.

When I use a Faction T1 Cloaking Device ( Prototype Poncho Cloaking Device ) the the Speed goes to 70 % from Max Speed uncloaked.

It looks like the Bonus of the Skill only works with T2 Cloaking Devices .. but this is not as Description.
