144hz and 60hz issue

So I just wanted to post here and see if anyone else has an idea, or has had this issue before.
First off I have a 980ti and i5 4790k at 4.5ghz. Note I am playing in windows boarderless.
I have two accounts I play at the same time on two separate monitors. When I just have one account open on my 144hz panel, it runs smooth as butter. But as soon as I open another client and throw it on my 60hz monitor, the 144hz monitor gets locked at lower FPS. Even if I turn on interval immediate, and fraps tells me i'm getting 450+ FPS, I can still feel that it is hovering around 60. I have tried pretty much every combination of vsync settings and cant seem to get my 144hz panel to display at the proper refresh rate.
