If I am a Gallente Citizen but I purchase an Amarr Content Pack and want to apply it to the Gallente Character, will the skills and everything apply correctly?

yes, the only difference between the races are
1) rookie ships you get when you dock in a pod
2) a day or so's worth of starting skills
3) generally being inferior to the glory and radiance of the Amarr
4) sunglasses

The race of your character is a cosmetic choice / roleplay choice.

Otherwise, there are no bonuses and there are no limitations to what ships you can fly and what items you can use, equally as well as anyone else. Flying any ship / using anything is simply a matter of training the skill that unlocks that ship / thing.

The items given in the content packs and other promotions are COMMON; you can get them in-game with an hour or two worth of effort, so yes you can apply the Amarr content pack to your Gallente citizen.
