t1 frigates don't work becouse they lose against anything else? then switch to t2 frigates, pirate frigates, destroyer or cruiser.
i count 42 class of ships: it only dependes on you.
obviously if you want stay with t1 frigates... well you can always kill rats in high sec Cool


T1 frigates can be deceptively powerful against more expensive ships. Just have to think outside the box and do unexpected things.
