Why do systems without industry services show cost index on the map?

Looking for systems with low cost index in other regions on the map is very frustrating right now. Ugh

Corporations can deploy a POS with industrial services (research and manufacturing arrays). For this reason a cost index will exist in systems without NPC stations and without NPC industrial services.
