The Ishuk-Raata Enforcement Directive Board of Directors is pleased to announce the kickstart of the Syndicate Stability Initiative II©. The principles guiding this initiative are simple: work towards the stability and development of the Syndicate region while supporting the existing baseliner entities, and promoting ideals of the Ishukone Corporation and Caldari State.

I-RED has had a notable history of operations in the region for a number of years prior. During that prolonged stay, the alliance ran a successful Syndicate Stability Initiative. With the recent alliance restructuring, I-RED once again finds itself calling Syndicate its home. The Board of Directors has decided to reignite the furnaces of progress, and funds have been devoted to projects under the Syndicate Stability Initiative II©. We are ready to officially announce the existence of a number of ongoing projects:


Project R.E.A.C.H.© - This project will focus on the deployment of planetary customs offices over planets in the immediate 98Q pocket: 98Q-8O, 2G38-I, S-U8A4, ZV-72W, U-4Q2V, and CY-ZLP. Tax rates will be set to an appropriate level in order to foster a burgeoning planet-to-space trade network. I-RED will also provide planetary shuttle transport at affordable prices for baseliner clientele. There may be a push to secure customs offices outside the immediate 98Q pocket in the future.

Operation Grey Steel© - This project will focus on the deployment of citadels and other Upwell structures in systems which lack stations within the 98Q superpocket. The ultimate endgoal is to provide and support a “freeport” network of structures that capsuleers and baseliners in good standings with I-RED can utilize at affordable rates. Progress is already well underway with the finished construction of two Astrahus-class Citadels in A-3ES3 and 617I-I, respectively. Employment aboard I-RED structures is open to the general public. If interested, please contact the Human Resources department at the Ishuk-Raata Administrative Headquarters in 98Q-8O. Furthermore, we are also opening up an investment opportunity to the wider public in regards to the erection of these structures. A system of shares will be created for citadels, and investors may purchase shares for each citadel in order to reap a benefit at the end of each month based on how much the citadel’s services were used. Additionally, the investor with the most shares at the start of a three-month period will have the citadel named in their honor for that three-month cycle; this can be overruled at any time if another investor purchases at least half the shares for that citadel. Follow the outline below for additional information:

Astrahus-class Citadel // 300 shares
1 share // 10,000,000 ISK

Example Scenario: Investor A purchases 100 shares. Investor B purchases 50 shares. There are 150 shares open for purchase. Both will reap a monetary benefit at the end of the month based on how much the respective citadel’s services were used. Since Investor A has the most shares at the start of the three-month cycle, the citadel is named in their honor. One month in, Investor C decides to purchase 150 shares. Since Investor C purchased at least half the shares of that citadel, the name is immediately changed in their honor.

A public listing of shares for each citadel will be made available at the appropriate times. Shares may be traded between investors, but I-RED will charge a service fee of 5% the value of a share for the transfer. Share auctions for the two citadels already in operation will open later this week. Any further questions may be directed in this thread or to Roirdan Bouchate.


These are just a couple of the development projects I-RED is currently working on. The number of projects will only increase with time. We are excited to roll out the Syndicate Stability Initiative II©, and we hope that some of you will join us in achieving prosperity for the people of Syndicate.

It's good news to hear I-RED are reinvesting in JQV5-9 and I'm confident that these projects will help bring stability to the people of the constellation, as well as profits for Ishukone.

I too am interested in the investment opportunities being presented. I'm also inclined to support any initiative that might help the local economy for the benefit of the local populace, so this is an easy choice for me.

Congratulations and best of luck. Seeing what your corporation's service history looks like, you seem to have what's needed to make a mark over there. Stability in Syndicate will help create stability (eventually) for Intaki.

I'm curious if your'e going to be working with or against the public interests of the Intaki Syndicate.

Consider me very interested in investing. I'll also pass this information along to my co-workers and see if I can't drum up some additional investors for you.

As with the first Syndicate Stability Initiative, we will work with the interests of the local Intaki Syndicate in mind. Due to the independent nature of each station in the region, we expect some station managers will be more willing than others to work with I-RED. We hope to experience even more cooperation this time around with the local stations in the region.

This is an announcement that auctions for shares of the A-3ES3 and 617I-I citadels are now live. A list of shares for each citadel may be found here. Updates will be provided daily.

It is also highly recommended that investors join the "Operation Grey Steel" mailing list to keep up-to-date with current and future developments of the project.

Investors must mail myself indicating the number of shares they would like to purchase. ISK can be transferred to Ishukone-Raata Accounting and Transport.

It was phrased as a question, not as a complaint. If you cannot answer a direct question about your intent to defend the assets you are asking for investors for then how do you expect people to invest?

After the last "Syndicate stability initiative" Syndicate remained unstable and I-RED bought a Titan. I wonder if these double to triple price citadels and intent to take over POCO's will generate any money for the people of Syndicate at all.

Her statement is highly inflammatory, so I interpreted it as a poor attempt at harassment. As such, I invited her to file a formal complaint with our offices so any grievances she has may be settled appropriately.

The question was anything but direct. Since you clarified her statement, though, of course efforts will be made to defend these structures and the lives of many hard working employees aboard them. I-RED actually works with Clockwork Pineapple to secure a better future for the people of Syndicate.

In your hurried attempt to paint our honest and genuine intentions in bad light, you neglected to consider the cost of the following items:

• Service slot modules (to provide actual services of use to capsuleers)
• Rigs (to enhance the functions of the citadel)
• Citadel modules (to allow citadels to defend themselves, if necessary)
• Citadel weapon ammo (to allow citadels to actually fight back)
• Fuel blocks, continuous supply (fuel consumption dependent on the number of service slots equipped and utilized)
• Fighters (again, additional defense options for the citadels)

Furthermore, ISK from investments will also be set aside for the construction of future citadels in the region.

I would argue otherwise. Progress takes time, and during the peak of I-RED strength from our prior contract in Syndicate we were largely successful in eradicating pirate elements from the 98Q superpocket. I can point to other examples, if you so wish.

As for the titan, it was purchased using funds supplied by projects completely unrelated to the Syndicate Stability Initiative as well as a considerable donation by an I-RED member.

You can have all kinds of fanciful thinking about how big bad I-RED only takes from the people of Syndicate, and doesn't contribute. I don't care. Just realize that you are wrong.

You forgot to mention the fact that surplus ISK from investments will be used for the construction of additional Upwell structures, in addition to maintenance costs of fuel for existing and future structures.

Unapologetic self-interest on the part of all parties is, in my experience, the best and most straightforward method of achieving a mutually desirable end. Sadly, it has a very bad name among many, if not most, jaijiit. Their loss.

In the hostile environment outside the State (and tragically, sometimes within), it becomes necessary to conceal one's self-interest under a nasty coating of sugar about how much good you're going to do for others and how selfless your noble interests are. It's rubbish and everybody knows it, but for whatever reason everybody still expects it. So don't attack us hypocrites when we play the game you demand.

Now, if we actually start to believe our own saccharine rhetoric, feel free to call us out as dorikkaagistaat courting anoenkraativ, and all Caldari will help you condemn us.
