I've been using "Windowed Full Screen" for several years, and it typically covers the entire screen.

Now, as of today, it goes just above my task bar.

For me, when I click on EVE to make it the focus, the windows task bar disappears. When I click on notepad to make it the focus and type stuff, the windows task bar appears and covers EVE.

So click the EVE client.

Hit ALT and ENTER at the same time. Works with all games, not just EvE

Windows 8 and 10 have a nasty little habit of forgetting the auto hide setting so on top of the suggestions of the others try turning off your auto hide and closing all the dialog boxes then open them again and turn your auto hide back on. Works for me and I have to do it every week or so.
