Download on Demand makes a fresh install unplayable but allows log ins

Last night I came back to EVE after a few weeks away & for whatever reason (CCPls) I had to uninstall & reinstall. Now I understand the reason for Download on Demand & I think it's a good idea. But why did the game allow me to log in almost immediately after the initial installation & try to start playing before it had apparently finishing downloading enough to allow the game to actually be playable?

After trying to do the most basic things like opening my inventory, changing ship & undocking only to be met with 'not responding' & having to force close the client several times I ended up just having to leave the game in the ship hangar for 20-30 minutes, watching as it repeatedly switched between 'not responding' & running, all the while watching my Internet connection hammering away to get the necessary data down.

Surely it is a better new player/new installation experience to have players wait without being able to log in while the crucial data downloads, rather than letting players log in immediately only to get more & more frustrated as the game hangs & crashes for half an hour?
