Is there a technical reason systems are not listed for facility taxes?

It looks like in /corp/WalletJournal.xml the argName1 (system name) is blank for a few types of transactions, like facility / reprocessing taxes (refTypeID 127, 120 for example). Is there a technical reason for this, or would it be possible to provide that data?
