In recent years though the final decission is overseen by the EP since the day the dart landed on the Phoenix, to the general hilarity of the room. But some Holy Cows objected and eventually the thing escalated to Hilmar and he said "no you ain't gonna dry your ballsacks with the hairdriers" and the Phoenix was demoted from the honor.
