It is sold from the concord LP store at the price of 20m isk and 6k loyalty points or 10m isk and 3k loyalty points in the FW lp stores.

What Roxina didn't specify but the devblog did was that there is no BPO. You can only buy BPCs from Concord or the FW corps.
