Neutrals repping FW WT Drones in Enemy High Sec Pulling Navy Spawns

Hello I was wondering what am I supposed to do when a FW WT is drawing the Navy away with a drone in a safe spot where the drone is getting repaired by neutrals. I found them by using a combat scanner. I warped in on the signal I scanned down and there was a neutral repairing a neutral drone being shot by Caldari Navy. This is happening is Litirua. The reason I am concerned being the Navy was busy shooting this neutral drone and I couldn't engage the drone because it was neutral to me without going suspect or criminal. Either way, they then sit on any gate without the Navy spawning at the gate they are camping. Is this a intended game mechanic? What happens if I engage the drone?

i believe this is an actual exploit, if im not mistaken, which if that is true its a banable offense.

screenshot it and report it.

This is a similar exploit like this one you draw Concord away from grid, so this is a bannable exploit I think, but it wasn't confirmed anywere so far I know

I made a support ticket and got the names of the pilots, I'm just waiting on a response. Any idea how I am supposed to counter this without going suspect and the guys repping the drone engaging me without penalty from Concord?

Concord staging isnt an exploit.
A dev explicitly stated this a while back and im not gigging the comment up again, ye can go find it yourselvs.
