I don't think transfers of Citadels can happen at a time of being attacked, but I'm not sure about being under War Dec.

no thats not what i mean. Corp a Owns the citadel. Corp Be War decs them, can a member of Corp C take control of the citadel and defend against Corp a's War Targets, or when he fires will it attract concord

That is a good question since the asset (the citadel) of the war-deced Corp is under attack but the Corp actively defending it using the citadels defenses isn't involved officially in the war-dec itself.

I think only CCP could answer this without actually experimenting with it.

if you take control of a citadel you act as the corp owning the citadel and you should be able to do crimewatch-wise whatever the corp can do.

you don't even get standing hits if you control the citadel, for the very same reason.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

IIRC, you can take command provided you have roles, regardless of whether you are at war, its the citadel that is at war, not you.

Well, you're actually implying that citadels can in fact help in their defence.......

They're nothing more than a shiny kill mail......

They can help outside of highsec, But outside of highsec war decs are also not needed or so relevant.

To give roles do you need to be in corp or can you give roles to out of corp members. As mercs we are getting lots of war defence contracts. We want to be able to take control of the citadel defence so we can better control who is targeted and when. Is that possible?

You do not need to be in corp to have citadel control roles.

No you dont have to. Citadels are using access control lists which are not corp roles.
