sansha escalation bugged ?

so I came back to the game recently and noticed a weird thing. while running refuge and den, I noticed that sansha only escalated into 3/10 while angel did in 5/10. obiviously this make farming angel way more profitable. is this a bug or its just that not all pirate are born equal O.o ?

All Dens escalate to 5/10. Sansha Refuges and Hideaways escalate to 3/10, while Angel Refuges escalate to 5/10.
