Medium Citadels and Market Networks?

Now, I may be sorely mistaken (and then I'll look like a right idiot) but I believe I remember CCP stating that medium citadels would not be able to host market functions in a system, only large and XL structures.

As a result, I am somewhat confused by this: Medium Citadel BPO
As you can see highlighted, four market works are required to construct the Astrahus. Now this may be mineral rebalancing requirements, but that just doesn't seem to match feature-wise with what I've heard thus far. Can anyone help me with this or is this maybe an oversight by CCP?

https://community.eveonline.com/news/dev-blogs/structure-fitting-in-the-citadel-expansion/ certainly says L & XL only. OTOH, a lot of things, like dropping manufacturing, have "evolved" over time.

In practice, I am not sure it makes that big a difference. Except for some edge cases, people don't really want hundreds of new markets; they just want New Jita, but with lower taxes

Except CCP might have imagined the medium citadel more as a space-going frathouse, orbiting trailerpark or storage POS replacement. If you want something, take a pickup and go elsewhere or wait till someone brings it (and probably a bunch of other stuff) in a truck and then barter with him for it.
Once citadel contracts are up and running most of this problem should go away. Personally I'll wait till industrial citadels show up.

The stucrure amounts are ********. With outpists it was clear, 10 or 11 or more from the racial offices, facs, labs and reproces. With citadels its a clusterfuck for copy cycling or building. But heyyy, its ccp were talking about. Straight
