Let's say I give this friend account money to buy a plex. My account gets a plex too, right? Or does my friend actually have to spend at least $15 to buy a plex from ccp for me to get a plex? I'm confused.

according to this, your buddy needs to use rl money to upgrade his account in order for you to get the PLEX. if your buddy used a PLEX you won't get a reward.
