Issues, Workarounds & Localization

Topic says it all... before citadel update I would launch second client and it would take ~5 seconds to get to login screen. Now it takes about 2 minutes.. I timed it at 1m50s and 1m54s.

Account1 is running off a client in a folder we'll just call EVE1 and is launched via a shortcut to exefile.exe.
Account2 is running off a symlink of EVE1 (folder called EVE2) and also launched via a shortcut to exefile.exe in EVE2\bin.

If I launch either client it loads up in a couple seconds and I can log in normally and be ingame in 15 seconds or so from initating process.

If one client is already running and I start the other client it takes the better part of two minutes just to get to the login screen... and then another minute or so to load the character into game from char select. It doesn't matter what client is already running.. the second one always takes forever.

If I run one client and start a second client, then immediately quit the first client, it will still take ~2 minutes to load login screen.

If I launch account2 and try to run account1 from the launcher (not using exefile) it will still take ~2 minutes.

What changed, how can I fix this?

[edit] FWIW EVE1, EVE2, and the resource cache are on the same SSD, and I'm using the old launcher with 'download all resources' checked.
