Points, Scrams and Docking Games

During fanfest CCPs Fozzie and Nullibore (sp) stated that any ship with a scram on them will not longer be able to dock.

Questions:

1. Do long points also prevent docking?
2. Is this mechanic only for citadels or for npc stations as well?
3. Does this mechanic become available with this patch?

Is there a text rendering or transcript of fanfest? I feel like if you didn't watch the stream, you missed tons of stuff.

This sounds like an awesome change, especially for fw.

I would really like to know the same stuff as the OP.

RIP station games and station humping mercs. Resebo'd MNI will be kings on the station undock.

it is only for citadels. no docking games there.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

Make sure that you have that lachesis in Kehjari by Mid may, you'll get to use it for that later in the month.

Can anybody confirm if unable to dock while scrammed is for stations also or not?

I have seen references to not being able to "tether" on a citadel, but nothing on not being able to dock.
