Damage over Time weapons (DoT's)

How about inventing some concept for DoT damage system in eve.

For example Limpet mines that attach to the target once fired and will do X damage per second for X seconds (varyable depending on skill level and meta of weapon)

Could have different concept for different races. e.g. Corrosive Goo's or EMP discharge.

once attached the Dots would continue to deliver thier damage even when out of range or off grid.

Could perhaps even extend the idea to include energy neutralisation over time. Or Velocity / agility reduction for a period of time.

p.s. sorry for the terrible format and grammar etc.

So what happens if I'm covered in limpet mines and jump through a gate?

Or what if I'm covered in them, YOU jump into highsec, and my ship pops? Does CONCORD come for you? (This was a problem with the old mines, apparently)

Weren't mines removed due to the shear number of them bogging down the server?

How would DoT work while warping? What would happen is structure was reduced to 0 during warp?

I would assume DoT effects would drop when traveling using a stargate or wormhole. As for in warp, that's difficult. There isn't much reason the damage would stop, but if it didn't and the damage ended up killing the ship what happens to the player and their pod?
