Introduce fines for suicide ganking

Your idea won't make it "more expensive" to gank. It will simply create a situation where...

- relatively poor players, casuals, and single account users will be less inclined to gank because they the "barrier to entry" is higher (which is bad because you are effective "locking out" a playstyle for some players with mechanics that are supposed to discourage other players, but won't (see below)).

- "professional" ganking squads won't care because they are already running alt accounts with no money, assets, or capability beyond "hopping into ganking ship... go." Their "real" characters simply drop off the gank ships in deep space (for pick up) and scoop the loot.

- lol-gankers won't care because they gank for fun. Money means nothing to them (hint: there is no way to stop these people without making impossible for anyone else to gank for profit).

This is a fair point, and Im not saying this will remove lol-ganking, but might reduce it due not being worth it. Sometimes we just welp for the sake of it, but my hope is that more people will stop doing it if it hurts more for your wallet than it does now. Theres simply no way to avoid being ganked if people are properly set up (web-alts and scouting is the only counter). 20bil afk jfs put a target on their own back, its the random ganking that is the main problem

There is already a large cost to ganking empty things. With the last EHP buff to freighters we are already up to 20-30 catalysts for an untanked freighter which is already hundreds of millions of ISK, or for something tanked or a jump freighter we are talking over a dozen Taloses with a cost of over a billion iSK. Those ships are lost even if the fleet fails and if the freighter is empty, or the loot fairy does not smile on them, they get nothing. That is a pretty big incentive not to shoot unprofitable targets.

Attacking freighters already requires too many people for all but a couple groups in the game. I don't see how adding a fine does anything but raise the bar to attacking even higher, and make these capital ships even safer. Red Frog makes 99.7%+ of their contracts. How safe do you want to make freighters? Should only 0.1% die? Maybe 0.01%? Again, how do you know when things are balanced?
