Do we know if the Imperial Armaments SKIN been given out at Eve Fanfest (and mentioned at https://twitter.com/eveonline/status/693162475596947456 )will be offered via another method? (eg the fanfest subscription bonus method last year)

This years skin is a Quafe Zero Purple Dominix.
If you attended Fanfest you also got the Quafe Zero Purple Obelisk.
