Why does Something Awful forums look so old and terrible?

I really don't get how Goons can stand such a terrible looking site that looks like something from the 90's. Everytime I look at it I think to myself Geocities or AOL, perhaps a bit of both going on there. The little tags identifying each forum/subforum are horrible looking. The site itself is also so bloated with so many forums about all kinds of topics.

Are they ever going to improve on the look of this dreadful thing? Aren't people paying to be a part of those forums monthly?
