What do I need to do to get the R&D Missions? The NPC's keep telling me I do not have the right skills...

IIRC, you need:
Science at V, Mechanics at V; OR Engineering at V; OR Electronics at V and one Applied Science Skill to Level I or higher.

You need an applied science skill the ageint can do, and negotiation. Not every agent can do type of research.

Depends,
most of the skills needed are used for other things.
once you made the single day effort to get standings just let them start accumulate the research points and get the datacores you need without doing anything in passive manner.

Once you've made the effort, it will generate a sum of money that isn't worth walking across the street to retrieve.

if you do invention, it cuts down on costs thats why it isnt a waste of time and effort. Also they may add other things that can be exchanged with the research points at some point in the future. I say may as its not really factual and most likely wont happen but you never know.

They are total waste of time, datacores are so cheap the opportunity cost is just way too high currently.
Just buy the cores from market if you invent, dont bother with RD agents until they get changed a lot.

As others have alluded to, getting access to the better R&D agents requires standing to the agent's corporation in addition to all the skills themselves. If you are doing industry and invention, you will likely get the skills anyway (except for research project management, which costs some 40 million to use more than 1 research agent). The time sink is getting the required corporation standing. The agent info tab will show how much standing is required.

The R&D "missions" are really only two missions. Each agent you are doing research with will offer only one mission every 24 hours. They alternate between a simple delivery mission 1-3 systems away and providing tritanium to the agent (2700 at level 3 I think, and 8100 at level 4). The only reward for these missions are research points (basically a day's worth from that agent). The R&D missions do count towards the number needed to reach the next storyline.

To be honest I wouldn't mind if they just nuked the concept of R&D agents/missions. They pulled teams for example.

Another reward for doing the missions is a tiny standing bump that increases your daily research point gain. Not by much but I guess over time it all adds up.

I go see the research agents maybe every 6-12 months, do their missions seeing as I'm now there, and buyout all research into datacores. It not worth much, but then it is practically free stuff one they are up and running.
